FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of the Attorney General assume that any potential costs arising from this proposal can be absorbed with existing resources.



Officials from the Office of the Governor assume the proposal would not fiscally impact their agency.



In response to related proposals from this year, officials from the Office of Administration - Design and Construction stated the legislation would not fiscally impact their agency.



Officials from the Department of Public Safety - Missouri National Guard (MNG) state the substitute consolidates three Senate Bills (942, 850 and 841) dealing with easements and conveyances for National Guard Armories being closed at Neosho, Pierce City and Salem. MNG states these armories are in poor condition and not adequate for military use. Transfer of these armories to local governments will allow the State of Missouri to avoid costly renovation projects at these armories.



The MNG assumes no fiscal impact from the proposal.





ASSUMPTION (continued)



In response to a related proposal from this year, officials from Neosho stated they will incur some initial costs to convert the armory to a Police and Court facility. Neosho also stated they would experience some savings after the move of the Police and Court facilities, as a result of anticipated utilities and maintenance costs being less than what is currently being paid.



Officials from the City of Pierce City assume the impact of the proposal on their organization would be an indeterminable cost incurred to rebuild the facility as well as potential revenues the rebuilt facility may generate.



Oversight assumes the state will be disposing of the National Guard Armories in Neosho, Salem and Pierce City from its general fixed assets for a combined total of $12, which is immaterial for purposes of the fiscal note.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposal authorizes the state to convey various pieces of land including the National Guard Armory in Pierce City, Salem, and Neosho.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
