FISCAL ANALYSIS



ASSUMPTION



In response to a previous version of the proposal, officials from the Department of Higher Education (DHE) assumed this proposal would have no direct fiscal impact on DHE. However, it may have an impact on the higher education institutions specified due to costs incurred if the institutional mission changes. Further, unknown costs would also be incurred by the institution for changes in signage, stationary, and other related changes.



In response to a previous version of the proposal, officials from Southwest Missouri State University (SMSU) assumed that private donations raised through the SMSU Foundation would fund any transitional costs associated with this change. Currently SMSU estimates those costs would approximate $200,000.



Officials from Central Missouri State University assume that private donations would fund any transitional costs associated with this change.







ASSUMPTION (continued)



Oversight assumes the name change would be accomplished by the institutions with donated funds and would not require additional state appropriations. Oversight has not included those donations and expenditures in the estimated fiscal impact. Oversight also assumes that any additional or unexpected costs incurred due to institutional mission changes would be addressed through the normal higher education budget process.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would rename Southwest Missouri State University as Missouri State University. The proposal specifies that the name change would not authorize establishment of new degree programs by procedures other than as established by statute, including approval by the coordinating board for higher education, and places specific restrictions on engineering and graduate degree programs. The proposal would add a process for the selection of a statewide governing body. The proposal would also rename Central Missouri State University as the University of Central Missouri.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
