FISCAL ANALYSIS

ASSUMPTION



Oversight assume there would be no fiscal impact to the Department of Transportation.



The Jasper County Commission, in response to identical legislation, (fiscal note #2487-04 perfected) assumed this proposal could result in cost savings for road districts as procedures to dis-infranchise road districts are easier to accomplish. Savings are minor for election costs. The Commission assumes if the road district just quits, the assets of that road district could not be transferred to the County Common District. The equipment and funds from the disbanded road district could result in a savings of several thousand of dollars. Officials stated that Jasper County currently has three road districts which are considering this.



Oversight will show fiscal impact to Jasper County road districts as $0 or Unknown savings. Oversight assumes any savings would be minimal. Oversight assumes that by allowing a procedure for the County Commission to disincorporate the road district and not requiring a vote of the district residents would save election costs. This provision would not apply to any road district located in two counties.

FISCAL IMPACT - Small Business



Small businesses located in any road district in Jasper County, except a road district located in more than one county, could expect to save property tax.



DESCRIPTION



This bill allows the Jasper County Commission to dis-incorporate any special road district, that is not in more than one county, but only after petition by the road district residents, and a public hearing. This proposal has an emergency clause.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
