FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of the Attorney General, the Office of Administration, Division of Design and Construction, the Office of State Courts Administrator, and the Department of Natural Resources assume the proposal would have no impact on their organizations.



Officials from the Office of Administration, Division of Purchasing and Materials Management, (DPMM) assume the proposal would require additional bid and contract language that would inform bidders and contractors of the new requirement. DPMM also assumes it would have to create bid language to require a bidder to certify that services would be performed within the boundaries of the United States. DPMM notes the proposal would preclude any potential cost savings offered by bidders who would perform services outside the United States.

FISCAL IMPACT - Small Business



This proposal could affect small businesses by creating additional restrictions on performing or subcontracting work for the state of Missouri.



DESCRIPTION



This proposal would prohibit the state from contracting with foreign companies when certain personal information is involved.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
