FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of the Attorney General, Office of Administration, Division of Budget and Planning, and Division of Accounting, assume this proposal would have no fiscal impact on their organizations.



Officials from the Office of the Secretary of State (SOS) assume statewide newspaper publication of constitutional amendments would cost approximately $1,161 per column inch based on an estimate provided by the Missouri Press Service. Three printings are required by the Constitution and state statute; therefore publication cost of a proposal would total $3,485 per column inch. SOS estimates the total number of column inches for this amendment to be 25 inches including title header and certification paragraph. ($3,485 x 25 = $87,125) Costs are based on 2003 figures and are subject to change.





Officials from the Department of Highways and Transportation (DHT) assume this legislation would provide DHT with an alternative method to partially fund and build needed transportation facilities in the state. There would be no fiscal impact on DHT from this legislation until the General Assembly specifically authorizes the construction of a toll facility.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would submit a constitutional amendment authorizing the construction of toll roads and facilities to the voters at the general election on November 4, 2004, or at a special election called by the governor for that purpose.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
