FISCAL ANALYSIS



ASSUMPTION



Officials of the Department of Health and Senior Services, Department of Social Services, Department of Insurance, and State Courts Administrator stated that the proposal would not affect their agencies, administratively.



Officials of the Attorney General state that the cost of approving ballot language would be absorbed in existing resources. They also state that if a legal challenge to the ballot language occurs, the cost of handling that litigation would be absorbed with existing resources.



Secretary of State officials stated, in response to similar proposals, that advertisement costs for the proposal would be $3,684 per column inch for three printings of the text of the proposal, the introduction, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2004 general election.



(NOTE: If this proposal were on the ballot for the 2004 General Election or the 2004 General Primary Election, the only additional costs to the state would be costs to print the amendment in newspapers. This is the cost shown in the "Fiscal Impact - State Government" section of this fiscal note. If the proposal were to be put on the ballot at a special election caused for that purpose, the additional cost to the state would be approximately $4,000,000.)

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would specify that marriage in Missouri, to be valid and recognized, would exist only between a man and a woman.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
