ASSUMPTION
Officials from the Department of Elementary and Secondary Education indicated this proposal would have no fiscal impact on their agency.
Officials from the Office of Administration - Division of Budget and Planning (BAP) stated this proposed legislation should not result in additional costs or savings to BAP.
Officials from the Mexico School District anticipated no fiscal impact on the school district since the language is permissive and also has a provision which allows for charging individuals for the transportation service.
Officials from the Office of the Secretary of State (SOS) assume statewide newspaper publication of constitutional amendments would cost approximately $1,161 per column inch based on an estimate provided by the Missouri Press Service. Three printings are required by the Constitution and state statute; therefore publication cost of a proposal would total $3,485 per column inch. SOS estimates the total number of column inches for this amendment to be 10 inches including title header and certification paragraph. ($3,485 x 10 = $34,850) Costs are based on 2003 figures and are subject to change.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposed constitutional amendment, if approved by the voters, allows a school district to provide transportation for private school pupils, provided that any such pupil, or the pupil's parent or other guardian, reimburses the district for the proportionate share of the actual operating and capital expenses incurred in providing the transportation services.
This proposed amendment would be submitted to the voters at the next general election to be held on November 4, 2004, or at a special election called by the governor for that purpose.
This legislation is not federally mandated, would not duplicate any other program and would not
