FISCAL ANALYSIS



ASSUMPTION



Officials from the Missouri House of Representatives, the Department of Corrections, the Office of the Governor, the Department of Mental Health, and the Department of Social Services assume this proposal would not fiscally impact their agencies.



Officials from the Missouri Senate did not respond to our fiscal note request. In a similar proposal from last year, the Senate assumed no fiscal impact.



Officials from the Department of Health and Senior Services (DOH) assume the DOH would have a cost of $500 in FY 2005 for travel for two staff and $25,000 for a contract with a school of public health to conduct research and evaluation.



Oversight assumes the DOH could absorb the cost for staff travel. Oversight assumes if there would be a need for a contract, the costs would be paid for from the Joint Contingent Fund.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION



This act establishes the Hepatitis C Task Force to examine the impact of the hepatitis C virus in Missouri on intravenous drug users, incarcerated individuals, alcoholics, minority groups, gays and lesbians, and individuals infected with the HIV virus.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
