FISCAL ANALYSIS



ASSUMPTION



Officials from the Missouri House of Representatives assume this proposal would have no fiscal impact on their organization.



Officials from the office of the Secretary of State (SOS) stated that statewide newspaper publication of constitutional amendments cost approximately $1,161 per column inch per publication date based on an estimate provided by the Missouri Press Service. The SOS estimated this proposal would require 10 column inches includincluding title header and certification paragraph, for three required publications. (($1161 x 3=$3485) x 10=$34,850). Costs based on 2003 figures and subject to change.



Although they did not respond to our request for information, officials of the Senate, in response to a similar proposal in the prior session, assumed the proposal would have no impact on their organization.



Officials from the Office of Administration did not respond to our request for information.







ASSUMPTION (continued)



Oversight notes that the proposal does not add any duties to any state agency. Oversight assumes the referendum called for in this proposal would be held in conjunction with the November 2004 general election.

DESCRIPTION



This proposal would change minimum age requirements for members of the General Assembly.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
