FISCAL ANALYSIS



ASSUMPTION

Officials from the Office of the Governor, Office of Administration - Division of Budget and Planning, and the Missouri Senate stated that the proposal would not affect their agencies, administratively.



Officials from the Office of Secretary of State stated that advertisement costs for the proposal would be $3,684 per column inch for three printings as required by the Constitution and state statute. The estimated total number of inches for this amendment is ten inches, which includes title header and certification paragraph. Total cost: $3,684 x 10 inches = $36,840.



Officials from the Department of Transportation (DHT) indicated that the average yearly expenses for the commissioners is $43,638, based on FY 2000 - FY 2003 expenditures. Due to this proposal going to a vote of the people in November, 2004, DHT assumes the earliest this legislation could be enacted would be January, 2005, resulting in six months of impact in FY 05 while FY 06 and FY 07 would be for the full amount.



Oversight assumes, for fiscal note purposes, that the Governor would appoint and the Senate confirm a Director of Transportation by July 1, 2005.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposed constitutional amendment abolishes the Highways and Transportation Commission and transfers that body's powers to the Director of Transportation. The director will be appointed by the Governor, with the advice and consent of the Senate. All references to the Highway Commission shall mean the Director of Transportation and the Department of Transportation.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
