ASSUMPTION
Officials from the Office of the Governor and the Office of Administration, Office of Deputy Commissioner, assume this proposal would have no impact on their organizations.
Officials from the Department of Natural Resources (DNR) assume DNR would provide staff support related to the commission's duties. DNR would not anticipate a direct fiscal impact as a result of this proposal. The proposal indicates that members would be reimbursed for expenses but does not specify a funding source. If the department would be responsible for paying those expenses, additional resources may have to be requested.
Officials from the Department of Economic Development (DED) assume there would be no additional cost or personnel required. DED staff would assist the Director in development of the economic portion of the guidelines, and DED assumes an organization other than DED would be in charge of the commission and its costs.
ASSUMPTION (continued)
Officials from the Department of Agriculture assume that, since the Director of Agriculture will be a member of the commission who will be reimbursed for actual and necessary expenses, those expenses will not be extraordinary but can be assumed as part of its on-going responsibilities.
Oversight assumes that any staff support needed by the Commission and any expenses to be paid for Commission members would be nominal and could be absorbed from existing resources. If costs are larger than anticipated or if additional measures are passed which would require additional resources, funding for those needs could be addressed through the normal state budget process.
Officials from the Missouri Senate did not respond to our request for information. Oversight assumes there would be no fiscal impact to their organization.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would establish the "Missouri Biomass Technology Commission". The commission would consist of seven members, including the director of the department of agriculture, the director of the department of economic development, the director of the department of natural resources and four members with backgrounds in alternative energy research or business which would be appointed by the governor with the advice and consent of the senate.

The commission would, after appropriate study, submit to the general assembly by December 31, 2006 a comprehensive state guide for the development, production and use of alternative energy sources consisting of policy statements, objectives, standards and programs. This commission would expire on June 30, 2007.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
