FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Social Services - Division of Youth Services indicate this proposed legislation would have no fiscal impact on their agency.



Officials from the Department of Elementary and Secondary Education (DESE) assume the proposal would result in no fiscal impact to their agency. DESE officials assume the proposal would allow school districts to establish youth at risk committees at the discretion of the of the district. Resources existing within the district would be used to support the committee, therefore the fiscal impact would be insignificant at the local level.



Officials from the Kansas City, Missouri School District (KCMSD) stated the KCMSD currently provides after school and summer programs for at risk youth.



Officials from the Saint Louis Public Schools assume this proposal would have no fiscal impact on their district.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal allows any school district to create after school and summer educational programs in the subjects of art, science and mathematics for at-risk youth.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
