FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Revenue assume that revenues for fax copy charges would amount to approximately $22,000 per year and that field procedure changes will be needed to ensure the correct fees are charged.



Officials from the Department of Transportation (MODOT) assume this proposal would have a negative fiscal impact on their organization due to the limitations placed on fees charged for information and copies of documents. MODOT provided an estimate of approximately $20,000 per year in lost fees.



Officials from the Office of the Attorney General assume that any potential costs can be absorbed with existing resources.

Officials from the City of Kansas City and the Office of the State Treasurer assume they can not estimate the amount of any additional revenues or costs which might result from the proposal.



Oversight assumes these revenues and costs would be minimal and could be absorbed from existing resources.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would revise the state Sunshine law. Quasi-governmental organizations would be covered by the proposed law. Closed meetings could only be held after a roll call vote, certain actions taken in closed meetings would be made public within seventy-two hours, and complaint and penalty procedures for violations would be specified.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
