FISCAL ANALYSIS



ASSUMPTION



Officials of the Missouri House of Representatives, Office of Administration, Division of Budget and Planning, and Office of the Attorney General stated that this proposal would have no direct fiscal or administrative effect on their agencies.



Although they did not respond to our request for information, officials from the Missouri Senate, in response to a similar proposal in the prior session, stated that this proposal would have no direct fiscal or administrative effect on their agencies.



Officials from the office of the Secretary of State (SOS) stated that Statewide newspaper publication of constitutional amendments cost approximately $1,161 per column inch based on estimate provided by the Missouri Press Service x 3 for multiple printings as required by the Constitution and state statute = $3,485 per column inch. The SOS estimates this amendment would require ten column inches for publication including the title header and certification paragraph. ($3,485 x 10 = $34,850) The proposal would be on the ballot for the November 2004 general election. Costs are based on 2003 figures and are subject to change.

DESCRIPTION



This proposal would submit to the voters a constitutional amendment to repeal legislative term limits.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
