ASSUMPTION
Officials from the Office of the State Treasurer, Office of the Governor and the Office of Administration - Budget and Planning each assume the proposal would not fiscally impact their respective agencies.
Officials from the Office of Administration - Deputy Commissioner's Office (COA) assume that the Missouri Medal of Valor Review Board would be assigned to the Department of Public Safety (DPS) and that DPS would request appropriations to pay the expenses of the Board. With this assumption, COA assumes no fiscal impact from the proposal.
Officials from the Department of Public Safety - Office of the Director (DPS) assume the Board would not be housed within their department and therefore, assume no fiscal impact to their agency
Officials from the Office of Attorney General did not respond to our request for fiscal impact.
Oversight assumes the new Board would be housed within DPS, and would require roughly $15,000 per year in appropriations from the General Revenue Fund to cover the expenses incurred by the board as well as the expense of producing and presenting the new Missouri public safety medals of valor.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal authorizes the Governor to award a Public Safety Medal of Valor to a public safety officer who is cited by the Attorney General, upon the recommendation of the medal of valor review board, for extraordinary valor above and beyond the call of duty. The design of the medal may be determined by the Governor.
Further, the proposal:
- Outlines provisions for the posthumous awarding of the medal;
- Defines which public safety officers are eligible for the award;
- Details the selection and functioning of the board; and
- Sets up the Missouri Public Safety Officer Medal of Valor Fund, to be administered by the Office of Administration.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
