FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Public Safety - Missouri Highway Patrol, Department of Health and Senior Services, Department of Mental Health, Office of State Courts Administrator, Department of Insurance, Office of Prosecution Services, State Public Defender and Department of Transportation assume no fiscal impact to their agency.



Officials from the Department of Revenue - Division of Motor Vehicle and Driver Licensing (MVDL) assume the Missouri Driver License System (MODL), Central Driver Information System (CDIS), Missouri Transportation Accounting System (MTAS), and the Over-the-Counter (OTC) license system will require program modifications in order to build appropriate accounting processes for reinstatement transaction processing. The Customer Assistance Bureau will be responsible for testing the systems in order to ensure the programs function properly before installing the new programs in the field offices.



Customer Assistance Bureau (CAB)



CAB will require overtime hours in order to test the program modifications that are made to the automated systems.

Division of Motor Vehicle and Driver Licensing - Information Technology Bureau (ITB)



The proposal will require internal and contract programming to modify the Missouri Driver License system (MODL) reinstatement inquiry screens, create Over-the-Counter (OTC) Missouri Taxation and Accounting System (MTAS) fee codes, modify OTC edits and tables, modify OTC reports and forms.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal allows individuals to submit all required reinstatement fees and documents to any department office.



This proposal shall become effective July 1, 2005.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
