Officials with the Division of Budget and Planning, Department of Public Safety - Fire Safety, Capitol Police, Water Patrol, Missouri Highway Patrol, State Emergency Management System, Office of the Governor, Missouri Senate, Department of Agriculture
Department of Mental Health, Department of Transportation, Division of Facilities, Management, and Public Service Commission assume no fiscal impact to their agencies.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act would codify the Office of Homeland Security and the Missouri Security Council in statute, rather than by Executive Order as it currently exists. Further, the Office of Homeland Security and the Missouri Security Council shall terminate ninety days following the dissolution of the Federal Department of Homeland Security.
The act requires that the Joint Committee on Terrorism, Bioterrorism, and Homeland Security meet regularly but must meet once annually, current law requires a quarterly meeting.
This act contains an emergency clause.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
