ASSUMPTION



Officials from the Department of Elementary and Secondary Education assume this proposal will forgive five days that do not have to be made up during the year. The foundation formula funding distribution is based on the actual attendance of students divided by the hours the district was actually open for instruction. Days missed do not increase or decrease funding.



Officials from the Parkway C-2 School District, Mexico School District, Saint Louis Public Schools, and the Jefferson County R-VII School District indicated there would be no significant fiscal impact to their districts.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal amends an exception to the mandatory days of school attendance to apply to inclement weather or an outbreak of influenza during the 2002-2003 school year.



The proposal contains an emergency clause.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
