ASSUMPTION
Officials from the Department of Elementary and Secondary Education indicated that this proposal would have no fiscal impact on their agency or on school districts.
Officials from the Kansas City, Missouri School District, Saint Louis Public Schools and the Parkway C-2 School District reported there would be no fiscal impact due to this legislation; however, Oversight notes these three districts are either within the City of St Louis or are in counties of the first class with a charter form of government. The School District Enrollment Option Act does not apply to these schools.
Officials from the Mexico School District stated there would be no significant fiscal impact to their district due to this proposal.
Officials from the Nixa R-II School District stated there would be no significant increase to their district resulting from this proposal as they are basically already performing the requirements related to this proposal.
Officials from the Columbia School District assume the cost to communicate enrollment options to Columbia patrons would not exceed $30,000.
ASSUMPTION (continued)
Oversight assumes that the language of the proposal requires schools to develop a policy regarding enrollment option plans and make that policy available to the public. The proposal does not say that the policy must be distributed to the public, only that it be made available to the public. Oversight assumes that many districts already either have a policy in place or costs to develop and make the policy available to the public would not have a significant impact on the districts and could be absorbed within existing resources.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal states that each school district in this state shall, no later than July 1, 2004, develop, and make available to the public, a policy regarding enrollment option plans.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
