Officials from the Department of Elementary and Secondary Education (DESE) assume the cost or savings from this proposed legislation are unknown:



Section 163.036



This section replaces old summer school data with new summer school data; the new data may be less than or greater than the old data, thus impacting the increased state cost or savings.



Section 163.039



This section of the proposal states that summer school data can only be included if the district meets certain assessment measures. DESE assumes that all districts would meet those requirements in order that their summer school data would not be removed from the state aid calculation. DESE assumes no known savings if all requirements are met.



Officials from the Saint Louis Public Schools (SLPS) assumed there could be a reduction in the District's revenue due to the adjustment for the summer school component of the eligible pupil calculation if summer school enrollment was projected to decline. SLPS could not determine an estimate of fiscal impact at this time.

DESCRIPTION



Section 163.036



Current law allows school districts to use an estimate of the number of eligible pupils for the ensuing year, the number of eligible pupils for the immediately preceding year or the number of eligible pupils for the second preceding school year, whichever is greater, in computing the DESCRIPTION (continued)



amount of state aid a school district is entitled to receive under the foundation formula.



This proposal adds a condition to the aforementioned provision which states that, should a school district use the number of eligible pupils for the immediately preceding school year or the number of eligible pupils for the second preceding school year, the school district must remove from that count any eligible pupils generated by summer school in that school year and must substitute the number of eligible pupils estimated to be generated by summer school in the ensuing year.

Further, the proposal asserts that in order for a school district to include eligible pupil numbers generated by summer school in its eligible pupil counts, the school district shall demonstrate quantifiable pupil assessment gains, as provided in this proposal.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
