FISCAL ANALYSIS



ASSUMPTION



Officials of the Missouri Department of Conservation stated that the fiscal effects of this proposal are unknown.



Oversight notes that there could be savings (due to limitations on new land purchases) or forgone income (due to restrictions on land sales). The actual fiscal impact in a given fiscal year would depend upon how the proposal changed Commission land use plans compared to current constitutional provisions.



Secretary of State officials stated that advertisement costs for the proposal would be $3,485 per column inch for three printings of the text of the proposal, the introduction, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2004 general election.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would eliminate the Conservation Commission's authority to purchase land, restrict other types of acquisition, and eliminate authority to sell some property.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
