ASSUMPTION



Officials of Cass County assume no fiscal impact.



Oversight assumes this proposal does not require certain class counties to create geographical information systems, Therefore, Oversight assumes no fiscal impact to eligible counties.



Oversight assumes that counties, whose governing bodies would create a geographical information system, would realize the costs of creation of the system in time, equipment, and personnel. Oversight assumes this proposal allows the local government to recover costs by charging a reasonable fee as established in Section 610.026. Oversight assumes no fiscal impact to local governments. Oversight assumes no state fiscal impact.



Entities not responding are as follows: Callaway, Boone, Clay, Franklin, Cape Girardeau, Platte and Taney Counties.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act modifies current law to allow any county of the first classification without a charter form of government to create a geographical information system. Under current law only counties of the first classification without a charter form of government and a population of at least two hundred thousand inhabitants and containing a city with a population of at least one hundred forty-four thousand but not more than three hundred thousand inhabitants may create a geographical information system.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
