FISCAL ANALYSIS



ASSUMPTION



Officials of the Office of Secretary of State- Elections assume they would have savings from printing and postage. Officials estimate savings at $2,000 in FY 2004.



Officials of the Office of Administration- Budget and Planning stated that this proposal would save $3,710,000 in fiscal year 2004. Funds would have been appropriated to the Commissioner's Office for the March 2004 Presidential Primary.



Officials of the Cass County Clerk's office assume no fiscal impact.



In response to identical legislation of this session the following statements were issued:



Officials of the Platte County Board of Election Commission assume no fiscal impact.



Officials of the Marion County Clerk's Office stated that this proposal would save about $30,000 (state Money) in Marion County. Officials assume this proposal could save the county an insignificant amount.





ASSUMPTION (continued)



Officials of the Kansas City Board of Election Commission stated that their jurisdiction spent $344,814.44 on the last presidential primary. Officials assume since the amount spent was

reimbursed by the state, this proposal would save the state that amount.



Officials of the Cape Girardeau County Clerk's Office assume the state would save $50,000 in Cape Girardeau County.



Entities not responding are as follows: St. Louis County Board of Election Commission, Greene County Clerk, Boone County Clerk, Callaway County Clerk.

DESCRIPTION



This bill eliminates the presidential primary in Missouri.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
