FISCAL ANALYSIS



ASSUMPTION



Officials of the House of Representatives and the Senate stated that they should be able to absorb the costs of the proposed committee within current appropriations.



Oversight estimated Committee expenses of about $13,050 per fiscal year based upon members receiving the same per diem for Committee meetings as for session ($75.20), a calendar quarterly two-day meeting, mileage payments of $.33 per mile, and an average 250 miles per member per meeting. Oversight assumes the expenses would be paid from legislative contingent funds.



Officials of all other agencies responding (see Sources of Information) stated that they did not expect any direct costs due to this proposal. Some did note that, depending on activities of the proposed committee, there could be costs in future fiscal years.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposal would establish a joint legislative committee, the Joint Committee on the Life Sciences. The Committee would make recommendations to the General Assembly in specified areas and would make a report of its activities to the General Assembly by 15 January of each year in which there would be a regular session.



The proposal specifies the membership of the Committee, a chair which would rotate between the House and the Senate, and a minimal schedule for Committee meetings.



Committee members would serve without compensation, but would be reimbursed for actual and necessary expenses incurred in the performance of official duties.



All state agencies would cooperate with and assist the Committee in the performance of its duties.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
