ASSUMPTION
Officials from the Department of Higher Education assume this proposal would give General Assembly approval to a conveyances of land by the University of Missouri. The University of Missouri has indicated that no state funding will be required or requested for this project for construction, operation, or maintenance. Based on these assumptions, no state fiscal impact will result.
Officials from the University of Missouri assume this proposal would result in a positive fiscal impact to the University.
Oversight assumes this proposal would result in an unknown positive fiscal impact to the University of Missouri, and has reflected this impact in the state General Revenue Fund. Oversight assumes lease payments could begin during FY 2004 if the proposed lease requires any advance payment.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would authorize the Board of Curators of the University of Missouri to enter into a ground lease for land to be developed into a hotel/convention center complex in the City of Columbia.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
