FISCAL ANALYSIS



ASSUMPTION



Officials with the Department of Revenue, House of Representatives and Senate assume this proposal would not have any fiscal impact on their agencies.



The Attorney General's Office did not respond to the Oversight request for information.



Officials with the Department of Transportation (MoDOT) assume this proposal could increase the workload for their current staff. MoDOT staff could anticipate additional information requests from the Governor's Inspector General; however, it is assumed they could absorb the additional workload with current staff and appropriations.



Officials with the Governor's Office assume this proposal could require their office to provide funding and support for an Inspector General. They further assume that the Inspector General would conduct performance and financial audits of agencies and parties which use taxes or fees derived from highway users, investigate complaints regarding MoDOT operations and investigate contracts for compliance with state and federal laws.











ASSUMPTION (continued)



The Governor's Office assume they could need additional personnel (see salary listing), benefits, equipment, expenses and additional space for an Inspector General and subsequent staff. The rental space is based on 200 square feet per person at $10 per square fee.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal could modify the terms of the Missouri Highway Transportation Commission members so that no two Commissioners' terms would expire in the same year. This proposal could also create the position of Inspector General within the Governor's Office. The duties would include a monthly report to the Joint Committee on Transportation Oversight, special investigations and performance audits.



This legislation is not federally mandated.



This proposal could duplicate the duties of the Auditor's Office and the MoDOT Inspector General.



This proposal could require rental space for twenty persons.
