FISCAL ANALYSIS



ASSUMPTION



Officials from the Missouri Consolidated Health Care Plan (HCP) state there will be consulting and actuarial fees to conduct this study. It is very difficult to estimate these total costs, but the are projected to be less than $100,000.



Oversight assumes since HCP officials did not indicate this proposal would affect insurance premiums or the State's contributions for health insurance premiums, that state funds will not be affected.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act establishes a deadline of December 15, 2003, for a Missouri Consolidated Health Care Plan study which is presently required by law but possesses no deadline for completion. The study regards the feasibility of including within the plan individuals who are employees of eligible agencies which have not elected to join the plan or who are retirees of school districts.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
