FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of State Courts Administrator and Department of Social Services - Division of Family Services assume this proposal would not fiscally impact their agencies.



Officials from the Department of Health and Senior Services (DOH) state this proposal would affect the DOH by increasing the requests for certified copies of birth certificates. DOH stated the Unit responds to approximately 30 pieces of correspondence daily regarding access to adoption records. Currently, the flow of work is handled by 6 FTEs, one being the unit supervisor. Once the public is made aware that records are obtainable without a court order, more requests are anticipated. An additional FTE (Office Support Assistant Keyboarding) would be needed to accommodate the increase in requests by the third year. Expenses would be for salary and fringe benefits for one FTE, PC, systems furniture, file cabinet, chair, office supplies, data processing, office and communication expense, envelopes and postage.



The fee increase is calculated as: 30 requests per day x 21 days per month x 12 months x $10 per copy = $75,600. The first year would be $63,000 for 10 months. For every $10 fee, $4 goes to the General Revenue Fund, $5 goes to the Children's Trust Fund and $1 goes to the Endowed

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal allows any adopted person, that is eighteen or older and born in Missouri, to obtain a copy of their unaltered, original, and unamended birth certificate from the State Registrar upon written application.



Foreign-born adoptees and persons that were adopted by Missouri residents but subject to the adoption laws of other countries may file a written application with the State Registrar to receive a copy of their unaltered, original, and unamended birth certificate provided that the adoptee is at least eighteen years old.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
