ASSUMPTION
Officials from the Office of the Governor, Department of Transportation, Department of Mental Health, Department of Natural Resources, Department of Health and Senior Services, Department of Public Safety - Division of Liquor Control, - Capitol Police,
- State Emergency Management Agency, - Missouri State Water Patrol, - Office of Adjutant General, - Division of Fire Safety, - Missouri State Highway Patrol, Department of Conservation, Office of Secretary of State, St. Louis Metropolitan Police Department, and the Eureka Fire Protection District assume the proposed legislation would have no fiscal impact on their agencies.
Officials from the Office of Attorney General assume the costs of the proposed legislation could be absorbed within existing resources.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
The proposed legislation would provide that a public governmental body is authorized to close a
meeting or record to the extent they relate to operational plans or other documents held by an
agency responsible for public health or safety that are used in responding to or preventing certain
critical incidents or events that appear to be terrorist, criminal or hostile in nature and which have
the potential to endanger an individual's or the public's safety.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
