ASSUMPTION
Officials with the Department of Revenue (DOR) assume that this proposal could allow a parent or legal guardian to provide consent for a minor who wishes to donate organs by signing the back of the license as the attorney in fact for health care decisions. This proposal could eliminate the cost associated with programming the over the counter driver license system that was indicated in the enacted legislation SB 1026. The effective date for SB 1026 was July 1, 2003 and the cost avoidance would be for FY 04.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This legislation could eliminate the requirements for the director to obtain parental/guardian signatures at the time of application for an applicant under the age of 18 who desires to donate organs and also allow the parent to sign as the attorney in fact on the back of the license.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
