ASSUMPTION
Officials with Department of Health and Senior Services assume this proposal would have no impact on their organization.
Officials with the Department of Revenue (DOR) assume that this proposal could have fiscal impact on their organization. DOR assumes that this legislation could require the department to modify the back of the driver license card to include a signature area that clearly distinguishes that the minor under the age of 18 has parental/guardian consent to participate in the organ donating register. DOR assumes that this change could require 80 hours of contracted programming for modifications to the over-the counter driver licensing system.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This legislation could eliminate the requirements for the director to obtain parental/guardian signatures at the time of application for an applicant under the age of 18 who desires to donate organs.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
