ASSUMPTION



Officials from the Office of Administration - Design and Construction and the Office of the Adjutant General each assume this proposal would not fiscally impact their respective agencies.



Officials from the Office of the Attorney General assume that any potential costs arising from this proposal could be absorbed with existing resources.



Officials from the Sedalia School District Foundation did not respond to our request for fiscal impact.



Oversight notes that the property must be sold for a minimum of $99,990 or the property will be conveyed to the Sedalia School District Foundation for $1. Oversight assumes the Commissioner of Administration will receive proceeds from the sale or conveyance commensurate with the property's value in FY 2004. Oversight has reflected the proceeds of the sale / conveyance as either $0 or more than $99,989 since a bid must be at least $99,990 to qualify for the sale of the property and since the property will be conveyed if a qualified bid is not received. The state will be disposing of the National Guard Armory from it general fixed assets.

DESCRIPTION



This proposal authorizes the Governor to convey the National Guard Armory in Sedalia to the Sedalia School District Foundation if a bid of at least $99,990 is not received by the Office of Administration

within six months of opening of the public sale. If no bid is received, consideration for the conveyance to the Sedalia School District shall be one dollar.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
