FISCAL ANALYSIS



ASSUMPTION



Officials from the Missouri Lottery Commission (LOT) and the Department of Public Safety - Missouri Highway Patrol (MHP) each state this proposal would not fiscally impact their respective agencies.



The LOT states this proposal is necessary to satisfy requirements of the Federal Bureau of Investigations to continue performing background checks on certain employees, vendors or retailers.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposal gives the Lottery Commission the authority to require a fingerprint background check on any person seeking employment or employed by the commission. The background check includes a check of the Missouri Criminal Records Repository and gives the Commission the authority to run a national check with the FBI, if the Commission deems it necessary.



This legislation would not duplicate any other program and would not require additional capital improvements or rental space. The proposal, however is necessary for the Federal Bureau of Investigations to continue performing fingerprint background checks for the Missouri Lottery Commission.
