ASSUMPTION
Officials from the Department of Economic Development - Division of Professional Registration assume this proposal would not fiscally impact their agency.
Officials from St. Louis County state this proposal would not impact their county.
St. Louis City did not respond to this fiscal note request. Oversight assumes this is permissive legislation and would have no fiscal impact unless the board of the ambulance district would choose to use the authority granted by this proposal. Therefore, as this proposal is written, Oversight assumes that there would be no local fiscal impact.
Officials from the Department of Health and Senior Services (DOH) state ambulance services wanting to provide critical care services would already be licensed by the Bureau of Emergency Medical Services (BEMS). The ambulance service would have to provide documentation to the BEMS that the ambulance is adequately staffed to be considered a critical care ambulance service. This documentation could be provided by mail or fax. DOH assumes this proposal would not have a fiscal impact.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal provides that a licensed ground ambulance service located within Saint Louis City may provide transport patients from a licensed hospital or a hospital within a 130 mile radius of the address listed on the ambulance's license to a licensed hospital within their ambulance service area.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
