FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Higher Education assume this proposal would have no direct fiscal impact on the department. However, they assume it could have an impact on the higher education institution due to costs associated with prospective changes in institutional mission.



Officials from Southwest Missouri State University did not respond to our request for information; however, in response to a similar proposal in the prior session, they assumed a cost of $200,000 for the name change, to be provided from donated funds.



Oversight assumes the name change would be accomplished by Southwest Missouri State University with donated funds and would not require additional state appropriations. Oversight assumes that any additional or unexpected costs incurred they could be addressed through the normal budget process.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would rename Southwest Missouri State University as Missouri State University. The proposal specifies that costs incurred from the name change would be paid from private sources, not state appropriations, and that such a name change would not authorize establishment of new degree programs by procedures other than as established by statute, including approval by the coordinating board for higher education.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
