ASSUMPTION
Officials of the Department of Transportation indicated that expenses for their commissioners for FY 2002 were $35,238. They assume expenses would increase 3% per year. They also assume that there will be additional costs to the Department because duties performed by the Commissioners will have to be performed by other members of the Department. They will request additional monies through decision items, if necessary.
Oversight assumes, for fiscal note purposes, that the Governor would appoint and the Senate confirm a Director of Transportation by July 1, 2005.
Officials of the Office of the Governor and the Missouri Senate stated that the proposal would not affect their agencies, administratively.
Secretary of State officials stated that advertisement costs for the proposal would be $3,485 per column inch for three printings of the text of the proposal, the introduction, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2004 general election.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would abolish the Highways and Transportation Commission and replace it with a Director of Transportation, who would be named by the Governor with the advice and consent of the Senate.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
