ASSUMPTION



Officials of the Department of Public Safety-Division of Fire Safety assume no fiscal impact.



Officials of the Kansas City Manager's Office assume no fiscal impact.



Officials of the City of Springfield assume no fiscal impact.



Officials of the City of Fulton assume no fiscal impact.



In response to similar legislation officials of the Eureka Fire Protection District assume no fiscal impact.



Oversight assumes this proposal is a procedural change in laws that allow for the creation of fire protection districts, and or for Fire Protection District that would want to increase the number of Board members from 3 to 5. Oversight assumes there would be no fiscal impact to the fire district or to State Funds. Increasing the number of board members would need voter approval. Any costs would be discretionary.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This substitute changes the term of office from three to four years for the fire protection district director receiving the second highest number of votes and makes this change applicable to elections held after March 31, 2003.

The substitute also prohibits firefighters from electioneering while on duty or while wearing a uniform. Violations may result in forfeiture of employment.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
