ASSUMPTION
Officials of the Office of Administration - Division of Purchasing, the Gaming Commission and the Lottery Commission stated that the proposal would have no direct fiscal impact on their agencies.
Oversight notes that the University of Missouri has, in responses to similar proposals in previous years which designated the University to do the proposed study, estimated the cost of the study at about $98,000. Oversight also notes that this proposal would allow appropriations of up to $200,000 for the study. Therefore, Oversight assumes that the costs for the study would be under $200,000 and would be split between FY 2004 and FY 2005.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would authorize the Joint Committee on Wagering and Gaming to solicit bids from universities to conduct a comprehensive study of problem gambling Missouri.
The General Assembly would appropriate up to $200,000 to the selected university to fund the study. Any appropriated monies not spent by as of January 1, 2005, will be credited to the General Revenue Fund.
The winning university would deliver its report to the Governor and the General Assembly no later than January 31, 2006.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
