ASSUMPTION



Officials from the St. Charles County did not respond to our fiscal impact request. However, in response to a similar proposal from the current session, officials assumed the proposal would have no fiscal impact on their agency.



Officials from the Office of the Governor and Office of Administration - Division of Design and Construction assume the proposal would have no fiscal impact on their offices.



Officials from the Office of the Attorney General assume any potential costs arising from this proposal can be absorbed with existing resources.



Oversight assumes the state of Missouri will receive fair market value for the property and therefore assumes the net effect on state government to be zero.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



The proposal authorizes the Governor to convey a temporary construction easement to St. Charles County for the purpose of a public road right-of-way for the Knaust Road Improvement Project. Consideration for the conveyance will be the fair market value as determined by the Commissioner of Administration. The Attorney General shall approve as to form the instruments of conveyance. This proposal contains an emergency clause.



This proposal is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
