ASSUMPTION
Officials of the Department of Elementary and Secondary Education indicated that the proposal would not affect their agency, fiscally. They also would not expect any net fiscal impact on school districts because the districts would recover costs of providing transportation from private schools or their students.
Officials from the Office of Secretary of State indicated that advertisement costs for the proposal would be $3,485 per newspaper column inch for three printings of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2004 general election.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would allow school districts to provide transportation services to pupils attending private or public schools, academies, seminaries, colleges, universities or other institution of learning by a religious creed, church or sectarian denomination, if school districts charge and collect reimbursement for the proportionate share of expenses incurred by districts in providing transportation services.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
