ASSUMPTION



Officials from the Department of Economic Development, Office of Public Counsel and Public Service Commission assume the proposal would have minimal or no fiscal impact on their agencies. The Public Service Commission assumes this proposal may require their agency to revise Chapter 33 of the Commission rules to require written customer authorization before a company may charge for internet service.

FISCAL IMPACT - Small Business



This proposal could have a direct fiscal impact upon small businesses operating in the telecommunications industry.





DESCRIPTION

This proposal would allow a telecommunications company to charge a customer for Internet access service or other similar online computer access service upon receipt of a signed statement from the customer for that service. The Public Service Commission could promulgate rules to enforce the proposal.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
