FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of the Secretary of State (SOS) assume statewide newspaper publication of constitutional amendments costs approximately $1,161 per inch x 3 printings (as required by the Constitution), or $3,485 per column inch. SOS estimated the total number of inches for this amendment to be 10 inches, which includes title header and certification paragraph. SOS estimated the cost to be $34,850 ($3,485 x 10 inches) to be incurred in FY 2005.

Officials from the Missouri Gaming Commission (GAM) did not respond to our request for fiscal impact. However, in response to a similar proposal from a previous year, GAM stated this proposal would allow charity bingo game operators the ability to obtain more or use the additional members who are not two year members to assist with the management, conduct or operation of their bingo games. Currently the constitution limits the individuals available to a licensed bingo game to only those members who have been members of the organization for two years or longer. GAM assumed this proposal would increase the number of criminal record checks performed by the Commission of bingo licensee workers, however, this additional work could be handled with existing staff.

ASSUMPTION (continued)

Oversight assumes the proposal would be on the ballot for the general election in November, 2004.

This proposed constitutional amendment reduces from 2 years to 6 months the time a bingo game volunteer must be a bona fide member of the licensed organization to participate in the management, conduct, or operation of any game.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
