ASSUMPTION
Officials of the Department of Revenue and the Office of Administration's Division of Budget and Planning (BAP) stated that the proposal would not affect their agencies, administratively. BAP officials noted that total state revenue is more than one billion dollars under the ceiling and is projected to be under that ceiling for the next several fiscal years; however, if total state revenue would exceed the current ceiling then this proposal would save the cost of mailing refund checks.
Secretary of State officials stated that advertisement costs for the proposal would be $3,475 per column inch for three printings of the text of the proposal, the introduction, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2004 general election.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would repeal sections 17 through 20 of Article X of the Missouri Constitution. (These sections concern total state revenue limits.)
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
