ASSUMPTION
Officials from the Department of Corrections and the Missouri Lottery Commission did not respond to our fiscal impact request.
The following agencies/offices/commissions assume they would not be impacted fiscally by this proposal: Administration, Agriculture, Conservation, Elementary and Secondary Education, Higher Education, Transportation, Mental Health, Natural Resources, Public Safety, Revenue, Governor, Lt. Governor, Social Services, Secretary of State, Attorney General, Courts Administrator, Tax, Health, Economic Development, Gaming, Missouri House of Representatives, Missouri Senate, Auditor, Treasurer, Insurance, Labor and Industrial Relations, Missouri Consolidated Health Care Plan, Public Defender, Prosecution Services and Public School and Non-Teacher School Employee Retirement Systems.
Officials from the Missouri Ethics Commission assume, if this proposal were to pass, their office would investigate complaints concerning this statute. The cost to investigate would be absorbed by current budget appropriations.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal prohibits officials or employees of any state agency from using public funds to
support ballot measures or a candidate for public office. The proposal further states that such
state officials or employees are permitted to make public appearances or issue press releases
concerning a ballot measure.
This proposal is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
