SB 880 - This act requires private mental health facilities and group homes for the mentally retarded and developmentally disabled to have the same requirements as state-operated facilities. This act amends the Family Care Safety Registry and Sunshine Laws to include private mental health facilities and group homes. Private mental health facilities and group homes are included in the licensure and standards requirements for residential facilities and day programs. This act also requires dismissal of private contractor employees who violate state laws and rules. The facilities or homes are also required to report staff turnover to the Department of Mental Health and the General Assembly. This act also places a moratorium on patient transfers until the act is fully implemented. The Department of Mental Health is also required to terminate contracts with private vendors having a pattern of abuse and neglect of patients. This act is substantially similar to provisions in HCS/SCS/SB 1081 (2008). ADRIANE CROUSE
