SB 519 - Currently, the State of Missouri consents to the acquisition of land by the U.S. government for the purpose of establishing certain facilities, except that land acquired by eminent domain or condemnation requires statutory authorization by the General Assembly. This act limits such acquisitions to the erection of forts, magazines, arsenals, dock-yards, and other needful buildings, and requires all acquisitions to have statutory authorization. This act also allows the State of Missouri to reserve the right of taxation on the property as if any acquisition had not been made. Currently, any land or water acquired by the U.S. Government for the establishment of migratory-bird reservations shall be subject to approval by the Missouri Conservation Commission. This act repeals this provision. This act also allows the State of Missouri the right to serve civil and criminal process in any action on the rights acquired, obligations incurred, and crimes committed in Missouri. Currently, jurisdiction over crimes and offenses is ceded to the U.S. government in certain national parks including the George Washington Carver National Monument, the Jefferson National Expansion Memorial Historic Site, the Wilson's Creek National Battlefield, the Harry S. Truman National Historic Site, and the Ulysses S. Grant National Historic Site. This act repeals this provision. Currently, the State of Missouri consents to the acquisition of land by the U.S. government in Kansas City and St. Louis for the purpose of establishing any national park or plaza.
