HCS/SCR 14 - This concurrent resolution applies to the United States Congress, under the provisions of Article V of the United States Constitution, for the calling of a convention of the states for the limited purpose of proposing an amendment to the U.S. Constitution regarding term limits for members of Congress. This application shall become inoperative unless it is ratified by the legislatures of at least two-thirds of the states within five years of the effective date of the resolution.
