CURRENT BILL SUMMARY
SB 550 - This act adds a definition for mobile video recorders to the portion of the state's open records law regarding police records and provides that data from mobile video recorders are closed records to the public. This act allows the records to be disclosed in certain situations.
A mobile video recorder is defined as any system or device with a camera and recording capabilities that captures visual signals and can be installed in a vehicle, vessel, or aircraft, or is worn or carried by law enforcement personnel.
Under this act, the state may not require any law enforcement agency to provide mobile video recorders to its officers or any peace officer to wear a mobile video recorder. This act also requires law enforcement agencies to have a written policy on the use of the recorders.
These provisions are similar to SS/SCS/SBs 331 & 21 (2015), HB 987 (2015), and HCS/HB 762 (2015).
