CURRENT BILL SUMMARY
SJR 10 - This constitutional amendment, if approved by the voters, provides that voters in each congressional district shall have the opportunity to review and comment upon all initiative petitions proposing amendments to the constitution following the filing of the petition with the Secretary of State. Such review and comment process shall be administered by the Secretary of State in a public forum not less than 15 days prior to election. Additionally, only citizens of the United States who are residents of the State of Missouri and properly registered to vote shall be considered legal voters for purposes of signing initiative petitions.
Current law provides that all constitutional amendments, whether proposed by initiative or by the General Assembly, shall take effect when approved by a simple majority of the votes cast. This constitutional amendment requires all constitutional amendments, whether proposed by initiative or by the General Assembly, that would impose or increase taxes or fees, or obligate the state to appropriate funds of $10 million or more in any of the first five fiscal years after enactment to be approved by at least 60% of the votes cast. All other constitutional amendments would require a simple majority for approval.
This amendment is similar to provisions in CCS/SS#3/HCS/HJR 43 (2023), SJR 2 (2023), SJR 5 (2023), SJR 17 (2023), SJR 28 (2023), SJR 33 (2023), HJR 18 (2023), HCS/HJR 30 (2023), and HJR 40 (2023).
