CURRENT BILL SUMMARY
SJR 2 - This joint resolution, if approved by the voters, makes various modifications to the process for initiative petitions proposing constitutional amendments.
Only United States citizens who are registered to vote in Missouri as provided by general law are permitted to vote on any initiative petition submitted to the people.
Under current law, initiative petitions proposing constitutional amendments must be signed by 8% of the legal voters in 2/3 of the congressional districts in order to be placed on the ballot. This joint resolution lowers that threshold to 7% of such voters.
Under current law, initiative petitions proposing constitutional amendments must be approved by a simple majority of the votes cast at the election in order to take effect. This joint resolution requires approval of a simple majority of the total number of registered voters in the state, determined based on the number of people who were registered to vote at the time of the most recent state election, whether primary or general election, preceding the election at which the measure will be voted on.
